Ukraine is represented in Canada by an Embassy in Ottawa and two Consulates General in Toronto and Edmonton. In addition, Ukraine maintains honorary consulates in Calgary, Vancouver, Winnipeg, and Montreal, which provide limited assistance and community liaison but cannot issue passports or process most consular applications. Ontario residents are served by the Consulate General in Toronto for the majority of services, with the Ottawa Embassy handling consular matters for the National Capital Region.

Ukraine has been a party to the Hague Apostille Convention since 2003, and Canada acceded on 11 January 2024. Canadian public documents going to Ukraine now require only a Canadian apostille, instead of the previous consular legalization at the Ukrainian Embassy or a Consulate General. A certified Ukrainian translation is still required.
Ukrainian authorities (DRACS / civil registry, courts, Pension Fund, the State Tax Service, universities) require translations into Ukrainian prepared by a certified translator. Powers of attorney, affidavits, and similar private documents must be signed before a Canadian notary public before they can be apostilled. We arrange notarization through partner notaries in Toronto and Ottawa.
Federal apostilles are issued by Global Affairs Canada in Ottawa. Ontario operates its own apostille service through Official Documents Services (ODS), which is generally faster for Ontario-issued vital records. See the Authentication and Apostille page for the full process.
Once apostilled and translated, the document is recognized by Ukrainian authorities. In Ukraine, the translation is typically also notarized by a Ukrainian notary who certifies the translator's signature; the apostilled Canadian document plus its certified translation is the package you take with you.
No. Since 11 January 2024 the Ukrainian Consulates and Embassy in Canada do not legalize Canadian public documents. The Canadian apostille is sufficient under the Hague Apostille Convention.
Biometric Ukrainian passport renewals are handled by the Consulate General in Toronto, the Consulate General in Edmonton, and the Embassy in Ottawa. The applicant must attend in person for biometrics. Demand has been high since 2022; book appointments well in advance.
