Ukraine Embassy and Consulates in Canada: Ontario Guide

Ukraine is represented in Canada by an Embassy in Ottawa and two Consulates General in Toronto and Edmonton. In addition, Ukraine maintains honorary consulates in Calgary, Vancouver, Winnipeg, and Montreal, which provide limited assistance and community liaison but cannot issue passports or process most consular applications. Ontario residents are served by the Consulate General in Toronto for the majority of services, with the Ottawa Embassy handling consular matters for the National Capital Region.

The Ukrainian-Canadian community is among the largest in the world outside Ukraine, with roughly 1.4 million people of Ukrainian descent and a rapidly growing population of recent arrivals under the Canada-Ukraine Authorization for Emergency Travel (CUAET) programme. The largest concentrations are in Ontario (Greater Toronto Area, Hamilton, Ottawa), Manitoba, Saskatchewan, Alberta (Edmonton and Calgary), and British Columbia. Demand for passport renewals, civil registration, and certified Ukrainian translation has risen sharply since 2022. This guide brings together the addresses, contact details, and working hours of the three missions and explains how to prepare Canadian documents for use in Ukraine under the Hague Apostille system.

Honorary consulates operate in Calgary, Vancouver, Winnipeg, and Montreal. Preparing Canadian Documents for Use in Ukraine

Ukraine has been a party to the Hague Apostille Convention since 2003, and Canada acceded on 11 January 2024. Canadian public documents going to Ukraine now require only a Canadian apostille, instead of the previous consular legalization at the Ukrainian Embassy or a Consulate General. A certified Ukrainian translation is still required.

Step 1. Certified translation into Ukrainian

Ukrainian authorities (DRACS / civil registry, courts, Pension Fund, the State Tax Service, universities) require translations into Ukrainian prepared by a certified translator. We deliver ATIO-certified English-to-Ukrainian and French-to-Ukrainian translations accepted by Ukrainian registries and courts, and recognized by Ukrainian notaries who certify the translator's signature after arrival. Step 2. Notarization (where applicable)

Powers of attorney, affidavits, and similar private documents must be signed before a Canadian notary public before they can be apostilled. We arrange notarization through partner notaries in Toronto and Ottawa.

Step 3. Apostille by Global Affairs Canada or the provincial competent authority

Federal apostilles are issued by Global Affairs Canada in Ottawa. Ontario operates its own apostille service through Official Documents Services (ODS), which is generally faster for Ontario-issued vital records. See the Authentication and Apostille page for the full process.

Step 4. Use in Ukraine

Once apostilled and translated, the document is recognized by Ukrainian authorities. In Ukraine, the translation is typically also notarized by a Ukrainian notary who certifies the translator's signature; the apostilled Canadian document plus its certified translation is the package you take with you.

Frequently Asked Questions

Do I still need to legalize my Canadian document at the Ukrainian Consulate?

No. Since 11 January 2024 the Ukrainian Consulates and Embassy in Canada do not legalize Canadian public documents. The Canadian apostille is sufficient under the Hague Apostille Convention.

I arrived in Canada under CUAET. How do I renew my Ukrainian passport here?

Biometric Ukrainian passport renewals are handled by the Consulate General in Toronto, the Consulate General in Edmonton, and the Embassy in Ottawa. The applicant must attend in person for biometrics. Demand has been high since 2022; book appointments well in advance.

Can the Ukrainian honorary consulates in Calgary, Vancouver, Winnipeg, or Montreal renew my passport?

No. Honorary consulates assist with community outreach and limited information services but cannot issue or renew Ukrainian passports, attest documents, or process most consular applications. Passport applications go to the Embassy in Ottawa, or to the Consulates General in Toronto or Edmonton.

I need to record a Canadian birth or marriage with the Ukrainian civil registry. How does it work?

Canadian birth and marriage certificates are first apostilled in Canada and translated into Ukrainian, then submitted to the Ukrainian DRACS through the Embassy or a Consulate General. We prepare the full bundle for submission.
