Canada province comparison: data sources and methodology

Definitions, observation periods, attribution and the review process behind the comparison.

Statistical sources and definitions

City rents use Statistics Canada table 46-10-0092-01: experimental average asking rent for available one- and two-bedroom apartments in census metropolitan areas. Employee earnings use table 14-10-0223-01: gross weekly earnings, seasonally adjusted, including overtime, industrial aggregate excluding unclassified businesses.

StatCan rental table · StatCan earnings table

Metropolitan asking rents and rents paid by existing tenants describe different populations. Province-wide means and uncovered or suppressed cities remain unavailable. Statistical values retain their actual observation period.

Rent-to-earnings benchmark

Formula: average one-bedroom asking rent in the largest city ÷ (average provincial gross weekly employee earnings × 52 ÷ 12) × 100, rounded to one decimal place. Rents are from 2026 Q2 and earnings from July 2026 in this edition.

This rough ratio combines two published averages from different populations and periods. It is not a household affordability calculation, a median rent-to-income ratio or a take-home-pay measure. It excludes taxes, benefits, household size and other costs. Missing inputs produce no ratio.

Statistics Canada data are adapted under its Open Licence with attribution and no implication of endorsement. Other official facts are restated in original editorial language with links to their administrators. Provincial copyright and reuse terms remain a separate review item before indexing.

Release and review process

November edition prepared from sources actually retrieved in October. Each observation keeps its real period; no November statistics are implied.

The private updater creates a candidate and numerical difference report. Publication follows source and editorial review. Statistical series are checked monthly; tax, benefit, health and immigration rules follow their effective dates. Failed retrieval retains previous observations and dates.

Income tax bands are marginal rates. A household calculation can include personal and spouse credits, provincial reductions and surtaxes, CPP/QPP, EI/QPIP, refundable credits and benefit eligibility. The family examples identify the components and assumptions included.

Two fixed family income examples

Employment income minus income tax and mandatory employee contributions, plus listed cash family/worker benefits. Rent and consumption are separate.

The examples combine 2026 income tax and contribution rules with the benefit periods specified for each component. Quebec calculator benefit components are rounded official outputs. Housing-dependent support, one-time policy top-ups and expense claims are excluded. This draft financial model remains subject to review before indexing.

Higher-income family: $250,000

Alberta produces the highest result in this model. Income after tax, contributions and included benefits: $170,611.51 per year.

Conservative comparison checks

These ceilings deliberately favour the alternatives; they are comparison tests, not payment amounts or estimates of final tax returns. The selected result must exceed every ceiling, including a rounding margin.

Manitoba$167,140.27Generous $10,000 provincial credit allowance plus $2,000 cash-benefit allowance; these are comparison bounds, not entitlements.
Saskatchewan$167,453.68Includes both eligible child amounts transferred from the non-working spouse, plus personal/spouse/payroll credits.
Nova Scotia$161,830.98Generous $10,000 provincial credit allowance plus $2,000 cash-benefit allowance; these are comparison bounds, not entitlements.
New Brunswick$167,566.41Generous $10,000 provincial credit allowance plus $2,000 cash-benefit allowance; these are comparison bounds, not entitlements.

Lower-income family: $30,000

Quebec produces the highest result in this model. Income after tax, contributions and included benefits: $56,836.50 per year.

Comparison-bound checks

SEI max $500/month for two eligible children plus SLITC $1,282/year and standard 2026 CWB max $2,869 fit below the $11,000 combined comparison ceiling. At $2,500 monthly earnings SEI is reduced from its maximum.

Published two-child child-benefit maxima, one under-five nutrition supplement and income supplement total at most $6,740.92 before the standard CWB; together they fit below the $12,000 combined ceiling.

Core published provincial child/sales payments plus a generous worker-benefit allowance fit below each stated combined ceiling. Expense-dependent and asset-tested assistance is outside this example.

Remaining-province credits and benefit allowances deliberately favour alternatives and exceed standard personal/spouse/payroll credits and the limited cash programs at this income. These allowances are comparison tests, not stated legal entitlements.

Benefits, childcare and health: sources and assumptions

Amounts are maximums for the lowest incomes from official program pages, checked 2026-10-20. Provincial child benefits are shown per month for July 2026 to June 2027; British Columbia and Newfoundland and Labrador amounts are for the first child, Alberta combines the base and working components for one child, the Saskatchewan child component applies to up to two children. Alberta and Saskatchewan pay quarterly. Childcare is the full-time reduced parent fee per month: a cap in Ontario, a flat fee in Alberta and Saskatchewan, otherwise the daily fee times 261 days divided by 12. Health coverage start describes new permanent residents arriving from outside Canada; moves from another province, permit holders and students can differ. The Canada Workers Benefit amounts are for the 2025 tax year.
